I bought an iphone 4 3-4 days with 02 and while i LOVE the phone, some of the features are worse than on my sisters nokia phone that shes owned for 6 years! The one thing that's making me want to send the Phone back is the ringtones/text tones. I can not believe that such a modern up to date phone wont allow you to choose a custom ring tone (unless u jailbreak and void the warranty or buy ring tones) The current text tones on my iphone 4 are plane awful. I cant hardly hear them and they are over in 2-3 seconds. Now ive read on a number of sites that the new O/s will allow you to customise the text tones and ring tones with your own. Is this true?

You can customise the ringtone currently, but not the text tone. That is going to be in the next os
As for ringtones currently (and probably future & text tones) the files have to be a certain format and the can only be a certain length.
This is what i follow to get my ringtones, though my current ones are brought from the itunes store
